Reservation

a. Overall Percentage of reservation for Women in Police and the ranks to which the sanctioned reservation applies

The state provides 20% reservation for native women of Uttar Pradesh in all government departments across posts where direct recruitment takes place in accordance with the Government Orderno. 18/1/99/xx-2/ 99 dated 26.2.2016.  Accordingly, in the police department, this applies a 20% reservation for women at the ranks of Constable and Sub-Inspector for which direct recruitment takes place.  In all other ranks, seniority based promotion is the criteria for filling vacancies.  Copies of the GOs is not attached along with RTI response.

b. Policy for achieving the reservation percentage

Further, direct recruitment also takes place at the rank of DySP which is done by the UP Public Service Commission.  There is no reservation at DySP rank.  Women are inducted based on the recruitment procedure followed by the public service commission.  

A notification (No.- 488/ XXX-v-1-1 (X)6- 1994 dated 23.03.1994) has been issued by department as promulgated by the UP Public Service Act, 1994, which lays down the reservation percentage for different groups as follows:

For Scheduled Caste (SCs) : 21% For Scheduled Tribes (STs) : 2% For Other Backward Caste (OBCs) : 27%

Recruitment

There is no separate cadre for women in state police force of Uttar Pradesh.

b. Induction of women in posts where direct recruitment takes place

Women are inducted in the ranks of Constable and Sub-Inspector for which direct recruitment takes place.  According to the Police HQ, Allahabad, in the process of all direct recruitments of women on the rank of DySP and Constable, there is a 20% reservation existing for the natives of Uttar Pradesh.

Maternity & Child Care Leave

a. Maternity Leave

The state provides 180 day maternity leave to women in the ranks from DySP to Constable in U.P. police force wide G-2-2017/ 10-2008-216/ 79, dated 08.12.2008, issued by state government.

b. Child Care Leave

The state provides for child care leave equivalent to 730 days to women working in the ranks ranging from DySP to Constable wide G-2-573/10-2009-216/79, dated 24.09.2009, issued by the state government.  Copy of the notifications are not attached along with RTI response.

Budget for Women Police

a. Total Police Budget from 2013-2016

The state has not provided details of the police budget as requested.  Instead, the state has given specific information on budget allocated towards building facilities for women police from the state police budget.  The details are provided in the table below:

As per the RTI response, there is no specific order regarding the construction of toilets and other facilities for women in already existing police stations. For the convenience of women, these facilities have been created at the police station level individually.

 

However, as per the notification (No.- 3235/ 6-P-7-15-43/ 2015 T.C.) issued by the department dated 09.10.2015, the block in police stations consist of the facilities of restroom, toilets and bathrooms for women.  The new police station buildings under construction are consisting of these facilities too.

Police quarters under construction near police stations are being allocated to women on priority basis.  A copy of the notification is not attached along with RTI response.

c. Allocation for women under the Modernization of Police Force Scheme
