RTIs

CHRI collected all the information and policies through Right to Information requests to all states and union territories. We sent the applications to police headquarters, and sought information for all state-level ranks from Deputy Superintendent of Police to Constable. Where information was not provided within the stipulated time period, or the request was rejected citing exemption under Section 8 of the RTI Act, first appeals were filed with the relevant appellate authority. We finally received information from all states and union territories, except the state of Manipur. The Manipur Police refused information on all parameters based on an order issued by the state government in 2011 exempting the police department from the purview of Right to Information Act, 2005.
In Jammu and Kashmir, the RTI applications were filed by Mr. Raman Sharma (journalist).
The specific information requested under each theme was chosen carefully upon consultation with senior retired police officials including a woman officer.
The RTI applications filed for each theme are listed below:


Transfer and Posting

  1. Are there any special norms on postings and transfer exclusively for women police at all ranks from Deputy Superintendent of Police to Constable?
  2. Please provide certified copies of any departmental notification/circular/standing order/memorandum or any other document that lay down such norms.
  3. Please provide the number of police stations and districts headed by women as on 31st July 2016 in your state. Please indicate whether there are any separate norms laid down for promotions of women police. Please provide a certified copy of any notification/circular/standing order/memorandum/rules or any other document that lay down such norms.  


Budget

  1. Please provide certified copies of any departmental notifications/circulars/standing orders/memorandums or any other document laying down provisions for special facilities including separate rest rooms and toilets for women police in police stations.
  2. Please specify the total police budget for the years 2013-2014, 2014-2015 and 2015-2016 separately.
  3. Please specify the total police budget for the years 2013-14, 2014-15 and 2015-2016 allocated exclusively for the purpose of building facilities for women police at the police stations.
  4. Please provide certified copies of the State Action Plan (including for Plan and Non-Plan) submitted by your state police department to the Ministry of Home Affairs under the Modernization of Police Forces Scheme for the years 2014-2015, 2015-2016 and for the year 2016-2017.


Maternity and Child Care Leave

  1. Please stipulate the period of maternity leave available for women police personnel belonging to state cadre for all ranks from Deputy Superintendent of Police to Constable.
  2. Please stipulate the period of child care leave available for women police personnel belonging to state cadre for all ranks from Deputy Superintendent of Police to Constable.


Recruitment

  1. Is there a separate cadre existing for women police in your state or is there a common cadre for both men and women? Please specify rank-wise, from Deputy Superintendent of Police to Constable, for which there is a common cadre or separate cadre for men and women.
  2. Please specify whether women are inducted in all the ranks between Deputy Superintendent of Police and Constable for which direct recruitment takes place.
  3. Please state whether any special outreach steps and/or programs have been taken by the police department to recruit women at all ranks between Deputy Superintendent of Police and Constable. If so, please provide all relevant details of any such outreach.


Reservation

  1. Is reservation provided for recruitment of women in Andhra Pradesh Police? If so, please state the percentage of such reservation.
  2. Please state whether the sanctioned reservation for women is for the total police force, only for the civil police, or separately for each. Please specify the current reservation percentage in each.
  3. Please state all the ranks from Deputy Superintendent of Police to Constable to which the sanctioned reservation for women applies.
  4. Please provide certified copies of any memorandums/notifications/instructions/circulars or any other document that lays down sanctioned percentage of reservation for women in the state police force.
  5. Please indicate whether any policy has been drawn up for achieving the reservation percentage in a specified time period. Please provide all departmental instructions/standing orders or any other relevant document in this regard.


Women and Child Help Desks

  1. Are there any instructions issued in your state in relation to duties to be performed exclusively by women police? Please provide a certified copy of any departmental notification/circular/standing order/memorandum or any other document laying down instructions in relation to duties to be performed exclusively by women police.
  2. Please indicate whether Women and Child Help Desks have been set up in each police station in your state.
  3. Please provide a certified copy of any departmental notification/circular/standing order/memorandum or any other document laying down the mandate, functions and powers assigned to the Women and Child Help Desks.
  4. Please indicate the ranks of officers that are designated to staff the Women and Child Help Desks.
  5. Please state whether the Women and Child Help Desks are required to be staffed only by women. 


Training

  4. Does training of police personnel include gender sensitisation? If so, please provide the details of this module or component.


All Women Police Station

  1. Please indicate the total number of all-women police stations in your state (district-wise).
  2. Please provide rank-wise sanctioned and actual strength of the police personnel posted in each all-women police station.
  3. Please provide certified copies of any departmental notifications/circulars/standing orders/memorandums or any other document that lay down the mandate, functions and powers of the all-women police stations in your state.
